all this info was provided by him. From here on I put the IP into and IP-tracker website. And the building were the IP was located was at a SPA turns out whoever tried to hack him was using the public WIFI
I have two theories of why this is 

PROOF: https://www.trace-ip.org/ search the IP into this website and use the map to scroll on the building. Copy the address and paste it into google and you will know it was coming from a SPA

Alright now I think either two options happened. 1 an employee of this SPA tried to hack him. I don't really believe this option to be true, why would an employee have time to try to hack his steam
option 2, A homeless guy or a customer was using the public WIFI. Think about it the homeless population in LA is extremely high. The motive whould make since if it was to steal money
from a guys steam account. Those are just my thoughts
