Reason: This guy used his sister's paypal account to stole a lot of money from random people.
He simply sent several payments to a random people and he told them to sent him back 95% of the amount they've received from him.
After when someone sent him the payments back and took an insanelly small fee he managed to open a chargeback cases to scam them, and by doing that
he simply copied a money on PayPal.

After i found out that he was scamming a lot of people he simply got scared and closed a one chargeback case to the guy he scammed.
Then he starts again blackmailing this guy to send a random stuffs to random people or "otherwise he wont close the chargeback cases"

This video shows, how this guy is blackmailing him, he said that if he wont send something to a person, then he wont close the chargeback cases, and he also threated him that he can even steal him 1k$ total if he wants to.
