This is wrong. They haven't failed the course. The weight of their midterm was put on their final, so now they're final is worth 60% of their grade. The professor was dismissive and insulted the students intelligence because "People don't get shot for just protesting"

Wouldn't give an extension on an exam for a student stuck in Myanmar where there is a coup, making them fail the course.
